Chiclayo and the nearby coastal areas are warm and generally dry year around, it sometimes goes over a year without raining. February and March are late summer in the Southern Hemisphere, and Chiclayo is hot and dry so many locals spend a lot of time at the beach, either for a day or a few weeks. I'd expect temperatures around 90 degrees F in Feb. and Mar. and no rain, probably a little dusty and sometimes breezy. It doesn't cool off much in the evening either. Even in June though the temperature only gets down to 68 deg F minimum and is usually in the 70s, which causes the locals to wear heavy coats (I'm from Chicago and would wear short sleeved shirts in that weather). However the ocean water is cool year around: great for playing but you may want a wet suit if you are surfing.
